Run the same ticket in Cursor and Windsurf before you standardize. Keep Copilot if procurement already decided. Keep Claude Code if the team thinks in a terminal. Confirm what is indexed, what is excluded, and what the current agent is allowed to touch — those settings are the product more than the splash page.
