Cursor is the clearest AI coding environment for people who live in the editor and will read the diff. It is a bad political choice if the company will only pay for GitHub-native Copilot, and a bad technical choice if the repo cannot leave the building. Run the same ticket in Cursor and Windsurf before you standardize. Keep Copilot if procurement already decided. Keep Claude Code if the team thinks in a terminal. Confirm what is indexed, what is excluded, and what the current agent is allowed to touch — those settings are the product more than the splash page.

Cursor is the editor, not a sidebar. You open the repo, start from a failing test, and let agent mode propose a multi-file patch you review like a junior PR. History, terminal, and the agent stay in one window. That is the bet: stop pasting code into a website.
Vague prompts make it rewrite files you did not name. Rate limits land mid-refactor on a large monorepo. Some companies still require a different IDE for the compliance review, which means Cursor is a personal accelerator, not the official bench.
GitHub Copilot remains the path of least resistance inside GitHub Enterprise. Windsurf is the other full AI IDE to run on the same ticket. Claude Code and Aider own the terminal-first loop. Codeium and Tabnine show up when budget or a private deploy beats agent UX.
It is not an offline product in any serious sense. If the repo cannot touch a cloud model, you do not have a Cursor problem — you have a toolchain policy problem.
